I was wondering if there were any areas around the Springs that had anchors less than 20 feet off the ground that would be good for teaching people to belay? I tried the anchors that are set up at Ute Valley Park bouldering area, but they are placed very poorly and let the rope drag against lots of sandstone. Not good for my rope!

I think those are pretty good actually.  Which ones did you use?  Did you try to extend the anchor over the edge?  A good piece of cordelette is a critical top roping piece of gear; it eliminates these issues.  Actually, if you have an old rope, a chunk of that would make a nice anchor extender as well.  

 

Also, the gym is a great place to teach this stuff.  City Rock has anchors set up at ground height to teach anchor related stuff in a convenient setting.
